Sir,
With reference to previous correspondence on
the subject of the Hongkong Electric Tramways, I have the honour to forward for your consideration, copies of two letters from Messrs Dickinson and Company on the subject of the depth of concrete to be used. Dickinson have been informed that I have asked you to give full consideration to the views embodied in their letters.

2. It is difficult to express an opinion without full knowledge of the local conditions, but I am inclined to think that inasmuch as the Company under the terms of their contract are bound to maintain and keep the roadway in good condition and repair, it would be reasonable somewhat to abate the maximum requirements of the Board of Trade's adviser, as contained in Colonel Yorke's memorandum of 21st December 1901, enclosed in my despatch No.81 of 14th March 1902, if the Director of Public Works is satisfied that such compliance is not absolutely essential to secure the safety of the public.

3. I may add that it appears from No.3 of the plans
